What's the best way to recharge the fastag for an amount of approximately 20k to be able to use for fuel as well at the HP pumps? Some credit cards have started charging for recharge via cred.

Which Fastag?
 
Best to log into IDFC First Bank portal and directly recharge using credit card with the highest reward rate.

Or if you have Android, Amazon Pay used to support it as well. Give it a try as that will allow you to use Amazon Pay balance.

Some apps like cred charges convenience fee for fastag upload.
Will try directly from idfc bank portal.

Will definitely try. As my fastag balance is low and will have to recharge it soon.
