Not at all necessary… You can pay anytime. This looks like some temporary error.
HDFC bill pay portal as such can’t really know when your statements generates. Only exceptions could be those banks which are on BB platform where you put only last 4 digits & mobile number to fetch bill amount, but for that too you have to check that checkbox while registering the biller.
